The Graham County Board of Supervisors met in a regular session this date with the following present: Drew John, Vice-Chairman; Mark C. Herrington, Member; Terry Cooper , Clerk
Vice-Chairman John called the meeting to order at 8:00 a.m. and led the Pledge of Allegiance. He then announced that Chairman Palmer was unable to be present at the meeting. Upon motion of Supervisor Herrington, seconded by Supervisor John, the minutes of the regular meeting and work sessions held June 16, 2003, and the minutes of the special sessions held June 30th, 2003 and July 1st, 2003 were approved.
Graham County Sheriff Frank Hughes requested approval to retire Sheriffs Office canine 'Buddy' per Sheriff's Office Policy. Sheriff Hughes stated that he would like to continue using a U of A Police Dog in case of emergency in the future. Upon motion of Supervisor Herrington, seconded by Supervisor John, the request was approved.
Sheriff Hughes requested approval for out of state travel for two employees to attend the Spillman Users Conference. Upon motion of Supervisor Herrington, seconded by Supervisor John, the request was approved.
Graham County Chief Probation Officer Brady Lee requested approval of a Limited Services Contract to participate in the Family Counseling Program for FY 2003/2004. Upon motion of Supervisor Herrington, seconded by Supervisor John, the request was approved.
Graham County Health Director Neil Karnes requested approval of subcontract with Pulmonary Associates of Southern Arizona for TB Control. Upon motion of Supervisor Herrington, seconded by Supervisor John, the request was approved.
Health Director Karnes requested approval of subcontract with Gila Valley Clinic, P.A. Deborah Abbott for Family Planning Services. Upon motion of Supervisor Herrington, seconded by Supervisor John, the request was approved.
Health Director Karnes requested approval of Workforce Investment Act (WIA) Contract for FY 03/04. Upon motion of Supervisor Herrington, seconded by Supervisor John, the request was approved.
Health Director Karnes requested approval to purchase a banner and canopy for the Farmers Market Program. Upon motion of Supervisor John, seconded by Supervisor Herrington the request was approved.
Graham County Engineer Michael Bryce requested approval for posting speed limit signs on 4th Avenue and Dankworth Road. Upon motion of Supervisor Herrington, seconded by Supervisor John, the roads will be posted at 25 mph.
Graham County Highway Foreman Rob Chesley requested approval for three (3) $100.00 petty cash accounts to be used at the Graham County Transfer Sites. Upon motion of Supervisor Herrington, seconded by Supervisor John, the request was approved.
Highway Foreman Chesley requested approval to hire 2 additional full time temporary employees in the position of Technical Clerk I at the Graham County Transfer Sites. Upon motion of Supervisor Herrington, seconded by Supervisor John, the request was approved.
Graham County Manager Terry Cooper requested approval of a Basic Service Contract with SEAGO for Regional Planning and technical assistance. Upon motion of Supervisor Herrington, seconded by Supervisor John, the request was approved.
County Manager Cooper requested approval of Intergovernmental Agreements with the City of Safford, and the Towns of Thatcher and Pima for dispatching and centralized radio communication services. Upon motion of Supervisor Herrington, seconded by Supervisor John, the IGAs were approved.
County Manager Cooper requested approval of Intergovernmental Agreements with the City of Safford, and the Towns of Thatcher and Pima for Animal Control Facility and Services. Upon motion of Supervisor Herrington, seconded by Supervisor John, the IGAs were approved.
County Manager Cooper requested approval of an Intergovernmental Agreement with the City of Safford as Gila Resources for the operation of a Waste Tire Collection/Removal Site. Upon motion of Supervisor Herrington, seconded by Supervisor John, the IGA was approved.
Graham County was presented with right-of-way for roadway purposes on Hernandez Drive from Nathan & Tammy Smith. Upon motion of Supervisor Herrington, seconded by Supervisor John, the right-of-way was accepted.
Graham County was presented with right-of-way for roadway purposes on Hernandez Drive from Josie Dietz. Upon motion of Supervisor Herrington, seconded by Supervisor John, the right-of-way was accepted.
Under current events report, Supervisor Herrington reported on the following meetings: 6-18-03 Meeting with CDBL & Trueline; 6-19-03 Solomon Road Meeting with residents; 6-23-03 Solomon Road Meeting with Trueline; 6-26-03 ECO in Globe for Forest Health; 6-26-03 ADEQ Klondyke Tailings; and 6-30-03 Meeting with Trueline on Solomon Road.
Supervisor John reported on the following meetings: 6-23-03 Meeting with Owen Martin, USFS in Clifton for Cross Country Travel; 6-24-03 Bylas Youth Program Meeting; 6-29-03 Meeting with Graham County Citizens at Claude Martin's residence; and 6-30-03 FY 03/04 Budget Hearing.
Demands and hand written warrants were unanimously approved upon motion of Supervisor Herrington and seconded by Supervisor John. Pursuant to the provisions of A.R.S. 11-217, as amended 1996, those demands/warrants for any supplier which totals more than $1,000.00 are as follows:

During the Call to the Public, Mr. Steve James requested information regarding OHV laws and wanted to know when they will be enforced.
There being no further business to come before the Board at this time and upon motion of Supervisor Herrington, seconded by Supervisor John, the meeting was adjourned at 8:40 a.m. Vice-Chairman John called the work session to order at 9:00 a.m. Those in attendance were: Drew John, Supervisor, District I; Mark Herrington, Supervisor, District III; Rob Chesley, Highway Foreman; Michael Bryce, County Engineer; Gary Stapley, Safety Officer; Terry Cooper, County Clerk
Highway Department issues were discussed.
The work session adjourned at 1:00 p.m.
